8% VAT on construction services

Poland's housing market is still at an early stage of development compared with those of other EU countries. There has not been a complete cycle in the market economy since 2004. Market participants therefore have insufficient knowledge of the relationships between the cycle, crises, the housing sector and the economy. Existing tensions may deepen, particularly after adoption of the euro. Changing the VAT rate is one way to regulate the housing market.

Property development became subject to VAT in 2000, reducing the activity of investors and contractors. Supply growth failed to keep pace with rising demand, which drove prices up. This later led to an increase in the number of unsold homes. The response, involving lower output and reduced prices, came too late, resulting in an oversupply of housing in Poland. Currently, a reduced VAT rate can be applied to construction services delivered under the social housing programme. This rate is 8% and is intended to improve investors' financial position.
